What is an executive session? While most public meetings are open to the public, a board or committee may hold a closed session, called an "executive session." However, the board or committee must, in open session, identity a specific reason for going into executive session, and the reason must be one of several statutory exceptions permitted by law. Under the Massachusetts Open Meeting Law, a governmental body may hold an executive session when it is dealing with one of nine exemptions found in Mass Gen. Laws. Ch. 30A, section 11A 1/2 and Mass Gen. Laws. Ch. 39, section 23B. Note that executive sessions are not "secret," in that minutes must be taken, and those minutes will be made public when the need for the closed session has passed.
